    Nah, it should just be decriminalized. In that way civil cases can still be taken by victims of crime. And then since crime has been decriminalized, the crime will no longer exist so the civil suits will fall which will discourage future cases been taken. This will mean that the same end will have been achieved in eliminating crime without looking completely soft on it thus soliciting the support of moderates for the measure. Thats using your noggin
