Who has made such a claim? - not Brendan Boland anyway
but he choose to protect the institution rather than the poor children and allowed them to be raped and others to be raped by Father Smith in different parts of the world. Father had a choice to make, good or evil, and he chose evil
He passed this information on to his superiors for action - they chose to ignore it in effect

Many are doing it as a sort of rite of passage and well, because it's the thing to do, like not going to Mass.
We're not dealing with rebels here, but with ultra-conformists.
The law is simple in this case, and the law cannot oblige a victim to testify against their attacker. Maybe the victim "should" testify, but there is no way in law to force them to do so and in many cases it would make their situation worse.
Please don' add to the myth being propagated by some posters here that these parents are involved in the cover-up.
