Scumbag parents only produce scumbag kids unless the state is willing to take these kids off the parents the whole cycle will continue until they out number the rest of us.

Please stop panicking about "them" outnumbering us, its just daft.
The outcomes of children in care are very poor.
The State has a terrible record in this area.
Many of these children are kids of people who have been in care previously.
The answer is as always education leading to third level access and rejuvenation of deprived areas.
