    Well if Willie O' Dea is to be believed, why the need for security at all in this utopian crime free society of ours?

    “Where is the dividing line between the service the police must provide as part of their ordinary public duty, and special services they provide at the request of promoters of events for which the promoter must pay?” Asked in Lord Justice Scott Baker’s Judgement in Reading Festival Ltd v. West Yorkshire Police Authority [2006].

    “Special police services” are something that somebody wants and thus whether or not somebody requested the “service” has a major efect on whether or not it is to be considered as “special police service”.This is further expanded on

    “I have come to the conclusion that when a colliery company or an individual requisitions police protection of a special character for a particular purpose, he must pay for it, and he must pay for it whether he makes a contract to pay or whether he does not - a promise to pay would be implied under those circumstances.”

    “The expression "special police services" was in common use before the Act of 1964 and it may be for that reason it is not defined in that Act. Boreham J. in giving judgment suggested that "special police services" were services which are beyond the call of public duty but which are within the powers of the police and can most effectively be rendered by them.”

    I reckon the eircom phonewatch ads should be banned. Judging by the amount of airtime they're buying this must be a real moneyspinner.
    The ads try to make out that there are burglars everywhere. They also make out that the next sound a burglar will hear after the alarm is a police siren. As if...

    Why does any business have to pay for security by that logic.

    Yup, thanks for chipping in.

    It should also be remembered that many special events require police sign-off on their event plans before they receive whatever type of licence they require.

    There is at least a danger in theory of the police exploiting this power by charging excessive amounts for services provided, since they know that their approval is an absolute requirement. If there isn't some sort of oversight in this area, there should be.

    Also re the bank money: aren't the Garda funded by the state ? So this extra revenue of €6m: is this for overtime, bonuses, strippers etc ?

    Isn't there a risk that the Gardai will chose paid for events (extra money) over regular duties (same flat funding) ? Or that other, subtler, conflicts of interest might arise ?

    As happens the banks are happy with the arrangement, oughtn't that cause some concern ?

    As happens personally I'm all for market based government but I'm not sure if this "experiment" is being handled in the right way.

    If the banks keep getting hit - as they were in the Occupied counties then there starts a crises of confidence in the banking industry - which was beginning to start.

    This has to be avoided.

    The insurance industry passes on the losses to the comsumer - and you can be sure that it will not be their partners the banks

    So it would be in the states interest to guard the transport of money

    As far as I can see the real question is this: Four years and eleven and a half months into his once and only 5-year term as MoJ, McDowell decides that the banks should pay for money transfer. Forgive my cynicism. Headline grabbing emptyness!
