Is ALL Party Participation Necessary for NI Assembly

Is all party participation necessary in NI Assembly.
Could the Assembly be constituted with only the SDLP, Sinn Fein, Alliance and UUP? That is without the DUP.

Why not, after all the UK Parliament doesn't wait for Sinn Fein to take their seats before regarding its decisions as legitimate.

Further, why not a UUP, SDLP, Sinn Fein, Alliance government? Leave the DUP out in the cold, and 'run down' areas that vote for them.

It would be possible to have the assembly working without the DUP or any other party, but if you did that you would be ignoring the mandate that party has, which would not be very democratic.
