    EU Legal Secretary wanted: compulsory military service resisters need not apply

    Why should doing military service required by law (if any) be singled out as a necessary qualification for a legal secretarial job in the EU?

    The Secretary will provide secretarial support to Eurojust, in particular to the National Member for Ireland of the College of EUROJUST and will be in charge of confidential administrative work related to the Irish Desk.


    1. Key accountabilities

    The successful applicant will be responsible for:

    Maintaining the necessary contacts, especially with the home authorities of the National Member;
    Keeping diaries up to date;
    Organising various meetings, especially with representatives of the investigation and prosecution authorities of the Member States;
    Taking notes and minutes;
    Preparing presentation sheets;
    Making travel and accommodation arrangements;
    Maintaining filing systems;
    Deputising for other secretaries during absences;
    Dealing with the receipt, distribution and registration of all correspondence for/from the National Member;
    Processing letters, notes, minutes and other texts;
    Assisting in legal research on European and National legislation;
    Translation and proofreading of documents;
    Maintaining the Case Management System;
    Organising the National Member’s workload in terms of administrative tasks;
    Any other tasks assigned related to the National Desk.


    2. Qualifications and experience required

    a- Eligibility criteria
    Candidates will be considered for the selection phase on the basis of the following criteria to be fulfilled by the closing date for applications:

    A level of post-secondary education attested by a diploma


    OR

    A level of secondary education attested by a diploma giving access to post-secondary education, and after having obtained the diploma at least 3 years of professional experience;


    Thorough knowledge of one of the languages of the Communities and a satisfactory knowledge of another language of the Communities to the extent necessary for the performance of his/her duties.
    Furthermore, in order to be eligible, a candidate must:

    Be a national of one of the Member States of the Communities;
    Enjoy his/her full rights as a citizen;
    Have fulfilled any obligations imposed on him/her by the laws on military service; Meet the character requirements for the duties involved;
    Be physically fit to perform his/her duties.

    Probably to make sure that they don't get the job and then get called up to go on a ouple of years military service, which would leave the EU having to get cover, and still keep the job open for when they came back

    In countries that have military service, most of the rights of citizenship are contingent on having fulilled that service r having a certificate excusing you. In France for instance (not anymore but when it was in force) if you didn't do your military service you could not become a civil servent or hold elected office. Since it is usually a national requirement (where applicable) they seem just to be supporting member nations laws. It makes a nice change though slightly ironic that it's military service they support

    Have you seen it advertised as a disqualifier for any other EU post?

    I understand this is quite common in many European countries. In Sweden it used to be the case that you must have completed your military service to qualify for some state jobs.

    This obviously only applies to countries that have such service in their laws.

    The EU is unlike Sweden though as it is not a State but instead is a separate organisation without any obligatory military service.

    We all have multiple obligations under our national laws.

    Why does the EU pick this one obligation, uniquely, as one that we must have obeyed if we want to work for it in a secretarial post?

    I don't know, but I doubt there is anything sinister in it.

    I've just been looking at the job vacancies at Eurojust via the link you provided. They all seem to have this military service criteria. I can't find any specific reason for it.

    It says you must "have fulfilled any obligations" - not that you must have done Military service. I presume it's to weed out any EU citizens who are the equivalent of "Draft Dodgers".

    In Germany, and other countires , one can opt to do voluntary social/community work instead military service. This would mean you have "fulfilled your obligations" under military service laws.

    Yes and that is why the thread title is a bit more specific. The situation in Germany is not replicated everywhere.

    The effect of this condition is to exclude people who may have a conscientious objection to their country's military service laws from an EU post.

    It does not require people to be say tax compliant.

    Bertie would be eligible for this post.

    But I'm sure failure to have done your cimmunity/social service would disqualify you from that position too. I thik it's just saying if you have done any national requirement of citizenship

    If you refused to do national service in Germany, would you enjoy your full rights of citizenship?
    For a change they are respecting internal laws of countries, though as I said, it's interesting that it's military service as opposed to just being a full citizen.
