We already do at the various centres for rehabilitation, I believe.

The political establishment lacks both vision and courage.
These y/n things are starting to get annoying BUT
Yes clean needles should be given to heroin addicts. Banning them is a way for people to appear tough on drugs without actually tackling the problem. The reason why people get infected with diseases is because they are sharing needles, take away the need to share needles by allowing people to get clean ones and you cut the amount of people affected by the related illnesses; hiv etc.
It's also a hell of a lot cheaper to give someone clean needles than cover the cost of their HIV prescriptions

So long as they are interesting points of discussion I would encourage you to keep up these thread actually. They certainly allowe for better, non-partisan, dialogue than alot of recent threads here.

Why do they need to be free? If junkies can afford the cost of heroin, it's not much to ask them to pay the 50 odd cent for a clean needle....
Are there any legal barriers stopping junkies from buying needles from pharmacies?
The one thing I know is I can't know anything else...
