One option would be to put a cap on what the difference between the standard price and the modified price. For example, a company might declare a certain plan at EUR 500 standard and then could charge people EUR400-600 (+/- 20%).
This allows the company to offer incentives without breaking the community rating. Also, if someone gets sick, their premium doesn't become unaffordable.
