    I'd be inclined to go with the cock up theory myself. Since the departure of Brendan Drumm, who was very focused on outcomes, the HSE has been in tailspin.

    Check this guy out.

    The new director of human resources Sean McGrath, who is leaving National Irish Bank to take on the post, is to be paid a basic salary of €205,000, a performance-related bonus of 25pc and a pension contribution based on 25pc of basic pay.

    However, the recommended salary for the job is €159,179, according to the latest report on health service salaries.

    On whose head?Lots of eferences to unnecessary violence. What does "Sir" mean as a matter of interest? Does it make one's opinions more worthwhile?

    Everyone knows that NOBODY in the HSE is ever sacked. They are moved sideways and a second clown put in place of the first one.
    An example of that : in my hospital the administrator hired construction workers to do a specific job.
    Workers were paid up front an. . . yes, you guessed it, they absconded.
    What do you think happened to the admin. idiot ?
    He was given a new office in another hospital in the locality and was replaced by another clown who had no experience.
    This leaves two clowns employed by HSE to do one job.
    Of course there has to be cutbacks. How else can HSE pay clowns unless they insist of reducing essential front line staff.
    Doctors and nurses are NOT political appointees. That is where THEY fall down.

    Did I just read that Brendan Drumm did a ''good job''
    When he saw the state of the HSE, HE went into a tailspin.
    To put a consultant in to run a health service was a big mistake.
    Consultants do not know what makes the system work. Just what concerns them and their private patients. Mr Drumm is relieved to be out of the job and good riddance.
