    The CEO is responsible for management.

    He is responsible to the Minister.

    The Minister, who should be calling on him to account for the (many many) farces in the HSE, is off in New Zealand, and like Dempsey, can't be bothered interrupting their trip abroad to assume their political responsibility and demand answers of the managers.

    I am not one of those who complains that every ministerial trip is a junket. But however useful a trip it is secondary to their primary role, which is as the parliamentarily accountable head of the health service. Harney should have been on the first plane home. Any minister in that circumstance should be.

    Mary, when the curtain comes down, it's time to get of the stage. Your position as health minister is a farce. This government needs to go.
