We need an independent regulator, one that actually has back bone and has strong powers backed up by legislation - its not an issue of funding. HIQA knew about this last April - they was too much pussy footing around this issue, if there was consequences, Tallaght would have given them the answers they wanted.

What we need is a regulator with powers to enter any provider of health and social services be them public or private, search these premises, seize whatever, detain and interview - end off!
