All the Ministers were misled by the Department of Finance?That would be a very valid point if it wasn't for the fact that in this case Fianna Fail were misled by the Department of Finance.The Greens were warned. FF regularly misled Labour. They walked when they found they could not trust them. The PDs on one occasion walked because they were misled. The PDs came close to on another occasion.
You would think by now the Greens would have learnt. But they made the same stupid mistakes in trusting FF. How many times do parties have to get stung by FF before the Greens cop on as to the true nature of FF?
All the Ministers around the table assumed that the proposal had been sanity checked - Fianna Fail Ministers and Green Ministers.
The three people who should have spotted this, and dealt with it, were Mary Harney, Brian Cowen and Brian Lenihan.
The fact is, they didn't spot it.
If they had spotted it they would have spotted the political sh!tstorm it would cause, and the would have nixed it.

The Secretary General of the Department of Finance is in charge - as he always has been.
The Finance Minister's job is to keep him in check, and he failed miserably, as he did previously in the case of VAT on childrens shoes, and Brigid McCole.
