Very good news indeed. Apparently Obama has given assurances that he'll try and makes progress on the Comprehensive Nuclear Test Ban Treaty, which the US, Israel, China, Pakistan and India have not ratified yet. If Obama can get the other countries 4 to follow suit and sign up it would be a huge credit to him.

The two leaders also discussed North Korea, both countries calling on North Korea to exercise "restraint" and follow UN procedures. The North Koreans have put themselves in a tricky situation because nobody is going to be two happy if they do decide to launch a missile test as opposed to a legitimate satellite launch. They're only going isolate themselves further from the rest of the international community and that could be a pretty stupid move in both the short and long term.

I'd call it sensible before I'd call it 'radical'. He's simply trying to ensure that he has as many people "on side" as possible. You're better off getting on with as many other actors in the international community as possible, especially when you're facing uncertain times in terms of the global economy and the possible side-effects which that instability might throw up. It's just smart foreign policy IMO.
