Well, it depends on what you mean by "value for our money".
If you mean knowing that Irish money is actually going to help people in humanitarian crises, then yes, it is reasonably good value. Irish aid agencies (which receive much of Irish Aid's cash) are considered effective and generally have pretty low overheads.
If you're talking about the budget for overseas development, well, it depends. The Irish government uses development aid to get a foot in the door in many developing countries.
Development aid will sometimes be spent in emerging economies, Vietnam, for example, countries which clearly don't need our support, but this gives us an opportuity to set up shop, meet government officials, mingle with philanthropists and promote trade with Ireland. Where this strategy works, it is good value for money. Irish exports to Vietnam (a receipient of Irish development aid), have increased quite significantly over the past number of years.
