Do you have any idea how much bitterness towards Franco there still is in Spain? It has something to do with the sheer viciousness of his regime, the number of people he murdered, and so on.

In fact the CIA did have a file on Holden. Our court action led to the agency providing us with an index, but not the contents, of 33 documents it had assembled, four of them about Holden and the rest about Silberman.
