I suspect Martin is the most genuinely stupid Cabinet member. The others may be corrupt, dishonest, evasive, sneaky, treacherous, possessed of a certain low cunning, and sometimes pretend to be stupid - but ol' Fluffy Martin really doesn't have two brain cells to rub together. He's just a mouthpiece, and empty slate for his officials.
