When they were absent some arabs wandered around the area but never settled or developed anything, these nomadic arabs never developed the land because it wasnt theirs. The jewish people returned, settled and developed their land (made land arable, built factories and infrastructure) they made the modern State of Israel a wealthy developed country, it belongs to them and nobody else.
