So...no term limits, detention without trial during national emergencies, increased presidential discretion to declare said national emergencies...and to extend the duration of those national emergencies.....Hugo loves a bit of the oul power..........................also proposed....the presidential right to appoint regional (!!!) officials, the bypassing of elected governors, and government control of the central bank..........
oh well, at least there will be a referendum....that makes it all ok...nothing to worry about at all...............
