There are 5 permanent members of the UNSC, all of whom have a veto. In recent years the US have been by far the biggest user of the veto power; often alone, and so it is ironic to see their ambassador make statements like thisAnd what do you mean by necessary action? "For months this council has been held hostage by a couple of members," Rice said.

The security council is effectively two voting blocks and you could set your watch to the consistency in which way they will vote.

Whats happening in syria is essentially a civil war between armed factions as supposed to straight forward government oppression.
