There are 5 permanent members of the UNSC, all of whom have a veto. In recent years the US have been by far the biggest user of the veto power; often alone, and so it is ironic to see their ambassador make statements like this
After the vote, U.S. Ambassador Susan Rice, in unusually strong language, said the United States was "disgusted" by the vetoes, accusing Russia and China of aiming to "sell out the Syrian people and shield a craven tyrant." She said their "intransigence is even more shameful" because Russia continues to supply weapons to Syria.

"For months this council has been held hostage by a couple of members," Rice said.
And what do you mean by necessary action? Necessary for whom and why???

And then let's imagine how those being massacred would feel about people on French, German or Italian internet forums supporting and celebrating the Chinese and Russians for reasons as vacuous as 'standing up to western imperialism'...

It must be lovely to be able to cheer on China and Russia while massacres continue in Syria...

Fortunately however, those cheering are even further out of touch now than they normally are, with anti Chinese and anti Russian sentiment now growing in the Arab world...
I believe if such a case did happen Britian, Germany and maybe the US who support Kenny would block intervention.

Even better extend the vote to more or all countries in the general assembly.
The security council is effectively two voting blocks and you could set your watch to the consistency in which way they will vote.
It's an elitist archaic system for the beneficiaries of old wars.

Whats happening in syria is essentially a civil war between armed factions as supposed to straight forward government oppression.

I realise that you're just making an analogy but if what you say ever did happen, a UN vote would not be required,

Because Kenny & Co would be begging for the UN to come in following the immediate and spontaneous massacre of the guards and the army by the people!

Well you've obviously missed the point there.

The point is regardless of what has happened or may happen in the future, are Russia and China right on this occasion?

Personally I don't believe they are... nor do I subscribe to the two wrongs make a right argument you seem to support.

Thanks for that... very enlightening and informative...

Btw what's happening in Syria has evolved into what's increasingly looking like a civil war - albeit an unbalanced one.

It certainly didn't start out that way, but don't let that bother you.
