The real problem here is the Security Council veto system; all votes should just need a two thirds majority so that the three big powers cannot simply veto necessary action.

There are 5 permanent members of the UNSC, all of whom have a veto. In recent years the US have been by far the biggest user of the veto power; often alone, and so it is ironic to see their ambassador make statements like this

After the vote, U.S. Ambassador Susan Rice, in unusually strong language, said the United States was "disgusted" by the vetoes, accusing Russia and China of aiming to "sell out the Syrian people and shield a craven tyrant." She said their "intransigence is even more shameful" because Russia continues to supply weapons to Syria.

"For months this council has been held hostage by a couple of members," Rice said.

And what do you mean by necessary action? Necessary for whom and why???

Let's just imagine for a second that people got irate enough in this country to start seriously protesting...

And then let's imagine Kenny & Co. lost their marbles and responded by massacring thousands of those who were protesting - with the aid of most of the Gardai and most of the army...

It must be lovely to be able to cheer on China and Russia while massacres continue in Syria...

Fortunately however, those cheering are even further out of touch now than they normally are, with anti Chinese and anti Russian sentiment now growing in the Arab world...

I believe if such a case did happen Britian, Germany and maybe the US who support Kenny would block intervention.
