May i suggest two minimum criteria?
1. They are not engaged in starting a war or continuing/prolonging one or have a history of such.
2. They did something for the cause of ending conflict (peace).

The better man lost imho (Mortenson was reputed to have been in the handful of finalists before Obama secured it)

If he had not already received one in1989 I think, the only person worthy of the Nobel

Kissinger's work as peacemaker in the Middle East was more deserving than his work in Vietnam however and I am unconvinced as to what would have happened without Watergate and the ensuing War Powers Acts which prevented any US intervention in South Vietnam when it was invaded by the North. Kissinger is possibly the greatest statesman in modern history and certainly the most brilliant US Sec. of State since WWII.
Personally I think, offhand, that Morgan Tsangviri may have been a good choice. He did much to quell what could have become a nasty situation in Zimbabwe and truly showed that he put the people of his country before himself.

Sentimentally, I would say Morgan Tsvangirai, to encourage his continued engagement in Zimbabwean power-sharing. But in truth, you couldn't give Tsvangirai the prize without giving it to Mugabe also (for agreeing to share power), and that would be a farce.
There are surely deserving recipients whose names I don't know in the Afghan or Iranian human rights campaigns.
