If Dukes did not know he should resign. If he did know and did not inform Lenny, then he should resign.

As controller of a Nationalised bank, the fact that you didn't know the most significant details of the central figure in the whole debacle is no one's fault only yours.
There are only two possible conclusions to be drawn
1. It is staggerring incompetence to imagine that in 9 months while he controlled this bank Brian Lenihan hasn't once asked for an update on Sean Fitzpatrick's affairs or
2. He is lying through his teeth that he didn't know.
There is a scene in Casino where Robert De Niro sacks his casino floor boss for allowing the 1 million jackpot to hit three times in an hour.
he says "Look either you are in on the scam or you are too dense to know its a scam. either way you are no good to me, you're fired.."
In other words you are either a liar or an incompetent.
