Bailouts will only be offered to European governments that ratify a new budget pact.

After the first of March 2013 those Countries that have refused to sign up to the economic suicide pact will be refused credit from the ESM. Captain Boycott Noonan and Co are already promulgating their view that a referendum is not required and can be done by parliamentary vote.
The Irish Constitution requires that a referendum be held if changes are to be made to a previous treaty and although these changes are not due to be published in a black white format until months end it appears that the writing is on the wall and Captain Boycott Noonan and co are sending out soundbites that they are prepared to P1ss on the Irish constitution .

He who pays the piper calls the tune ... You don't seriously think they'll give a blank, signed cheque without something in return.
Cheer up! Things are never so bad that they can't get worse.

Do I take it that you're against the idea, so? You seem a little ambiguous.

I'm afraid it doesn't - and even if it did, what would be irrelevant, since this is not "changes to a previous treaty". This is not an EU treaty, or a treaty amending the EU treaties, but a separate intergovernmental one.

It is funny how the wisdom of the 'People of Ireland' can fluctuate so wildly depending on the agenda..

Great news. As we won't need a further bailout (according to Kenny & Noonan) there is no possible reason to ratify this thing. The government can concentrate on two real priorities; saving/creating jobs and balancing the books.
The Mahon Tribunal found Olivia Mitchell to have received an inappropriate payment from Frank Dunlop at the time of the 1992 Election. F.G. Gael has taken no action against her.

The Hague opens international financial tribunal

An international tribunal to settle financial disputes throughout the world has opened in the Dutch city of The Hague on Monday. The tribunal’s name, PRIME Finance, stands for Panel of Recognized International Market Experts in Finance. The team of judges includes almost 100 people, whose work will be supported by international legal and market experts. The establishment of new legal institution has been supported by the City of The Hague and the Dutch Ministry of Economic Affairs, and will be housed in The Hague’s Peace Palace. It is also home to the United Nations International Court of Justice and the Permanent Court of Arbitration.
Democracy, the will of the people, is vital.
Those of you who regard democracy as unimportant are you really quite satisfied for your kids to bend over and be financially raped by international finance, particularly peter sutherland and his Goldmann Sachs minions.
