Why wouldn't they? Why nothing to stop them is perhaps the better question. It must be that no one envisioned a million east europeans migrating to Ireland and 1.5 to britain (or whatever the figures are- nobody appears to know for sure).
Ireland moving to France is not going to have the same effect as France moving to Ireland. Ireland is small with fewer people, France is big with lots of people. Ireland cannot sustain 100 immigrants to every single pizza delivery job, France with a large economy may be able to. The cockup the EU has so far made of this with A8/12 means I cannot support Turkey joining.
