On the EU passport, is this actually a legal requirement or is it a practical requirement? The EC passport was launched around the same time as schengen so a common passport made a degree of sense in that there would a minimum security feature standard (which isnt illogical) and some common features (colour, title) to avoid "confusion" where borderguards are particularly dim. I have found a link showing EC passports being produced as early as 1984 and implemented in 1985 which would indicate they didnt flow from the SEA.
