    Excellent point HE3. Is there a deepening clause buried in the treaty on passports and ID cards.
    Plus all those who accuse me of posting contradictory links should note in the 2001 article that a "compromise" of both the ring of stars and the national emblem being used was suggested, this is fully consistent with bruno's belief that the coat of arms would stay.
    On the EU passport, is this actually a legal requirement or is it a practical requirement? The EC passport was launched around the same time as schengen so a common passport made a degree of sense in that there would a minimum security feature standard (which isnt illogical) and some common features (colour, title) to avoid "confusion" where borderguards are particularly dim. I have found a link showing EC passports being produced as early as 1984 and implemented in 1985 which would indicate they didnt flow from the SEA.
