They should be refused.
Why so? If they meet the same criteria all other prospective members are required to meet I see no problem at all with Iceland's entry. Poor guys have had a hard time of it, they need some firends.
I wonder how Flash Gordon would feel about terrorist Iceland joining though?

Well I don't think concessions should be made for them, if they can enter soon while meeting all the Copenhagen criteria I don't see the problem. I'm sot sure their economic situation will allow that though. The other potential members have been working hard to comply and should they reach their goals before Iceland they should, of course, be allowed to join.

That is not true. All that is required is a ratification by all 27 member states. It has about as much to do with the Lisbon Treaty as what I'm about to cook for lunch.
Edit: Might I add that one of the suggestions for ratifying sections of Lisbon if there is still an Irish no is to tack parts of it on to the Croatia accession.
