Army patroling the streets, fascist sulutes openly given, ethnic minorities being attacked by thugs while the state watch, openly fascist parties in government ect etc

My answer to the first question is "no, Italy's already returned to Fascism". Is that what your answer is too? If not, then why are the President and Prime Minister of Italy currently above the law, as well as the speakers of upper and lower houses of Italy's Parliament? (Yes, they are currently immune to prosecution, per the law.) Why are groups like Alleanza Nazionale and Lega Nord even in the Italian government?
