In that first picture is Inda bowing in apology Japanese style; like a Japanese corporate boss who's company has screwed up and is resigning?

No, just arrogant. I have never seen any British leader wear these badges. The French and possibly the Germans, usually don't either. The message is: "I am so famous/important that everyone knows who I am anyway."

P.S I am very surprised that people are only noticing these badges now. They have been in use at these summits for many years now.

    I'd say that's it alright.

The proposed logo and badge for 2013:
Ireland’s EU Presidency Logo Launched « MerrionStreet.ie Irish Government News Service

There is no design concept description or explanation of the symbol in the report.
