No, just arrogant. I have never seen any British leader wear these badges. The French and possibly the Germans, usually don't either. The message is: "I am so famous/important that everyone knows who I am anyway."
P.S I am very surprised that people are only noticing these badges now. They have been in use at these summits for many years now.
