Info on Local Authorities - Help needed

help needed. i need to get info on the difference between Town Councils, County and City Councils and Borough Councils. i have an idea, but can't find the actual definititions of what each one is supposed to do. not on the Dept of Environment website, or at least not easy fine. would appreciate any help. thanks in advance
