Not a bad suggestion. Should only apply to basic bicycles though and not top-end racing bikes. Maybe set a limit of €300.00. After that VAT is levied...
If the State gave a free bike to every schoolchild in Ireland and made them cycle for a fortnight if they lived within 3 km of school, I'd be fairly confident the reduction in congestion would more than offset the cost. But jaysus that'd be mad - all these kids gettin exercise, all these adults saving time, all these emissions not bein emitted. Yi can't be doin silly things like that can yi? We need to radically change every system that has enabled the wholesale destruction of the Irish landscape, rural and urban. There is no time for incremental step by step measures. The systems have failed utterly and the only hope for a real recovery requires the rule book to be torn up completely.

On the main point, there are few to zero people in this country who can't afford a bike and it's already one of the cheapest forms of transport, if not the cheapest. Price isn't the main reason that people don't cycle more.
God no! Scrap the excise tax on petrol first, then we'll talk. Cyclists pose a significant threat to pedestrians. They do not require tax, insurance, or a license. When they do, then I will consider not hating them with every fiber of my being.
