Its averaged. They aren't going to say "On the 4th of May, you plugged out the fridge and as a result didn't use 2 units, pay up". Its effectively 122 units a bill not 2 a day.
Only mostly empty house in my family still has a fridge, freezer and dehumidifier plugged in 24/7 so should be over even if not being used for a prolonged period.
There are actually some GP surgeries that have loyalty cards!
Wow! Is that a medical condition? 2 units of electricity is enough to lift yourself from the ground to a height of 8160 meters. I can only imagine what that has done to your colon.
Here's a thread on Boards.ie about how this 'Low Usage Standing Charge' was going to impact on MicroGenerators who supply electricity to the National Grid. Yes, you guessed it! They were going to apply this as a levy on MicroGenerators. Thankfully they appear to have rowed back from that and are instead content to continue to offer small-scale producers of clean renewable energy one of the worst feed in tariffs in Europe.

The ESB/ElectricIreland are now charging people for under usage of electricity. I know of an elderly person who lives alone and is away a lot with family who was hit for about 16 euros for February alone, because of under usage. She has gas cooker and does not use much electricity. They did not have to get authority from CER to do this, just did it on their own bat.What about the hefty standing charges already in existence and other charges, independent of how many units you use.
Some Insurance comapnies will not insure a vacant house unless water and ESB are cut off from Oct- March I undersatnd.

ESB Introducing New Low Usage Standing Charge
Everyone with a "second home" is now being treated as if they were a landlord who got into the property game during the Tiger and helped send the countrey over the cliff.
At least one person I know who lives in Dublin, inherited a small rural house which had been in the ancestral family for generations. Rather than flog it during the Tiger for an astronomical sum, they held on to it , restored it slowly and sympathetically to fit in with the local environment, never rented it out,....and now have to pay the holiday home tax, plus this new ESB charge....
