Much more cost-effective than paying a student to stand in the rain for 8 hours as is commonly seen on Grafton St or Shop St in Galway.

True. If a mannequin is holding the wrapper it is still litter.

In fact, under the interpretation of 'litter' in the Act, the mannequin itself could be regarded as litter.

I got done for speeding by a mannequin in Austria once....I sh1t you not.....

The Austrian police regularly put up cardboard cut-outs of a Police officer standing at the side of the road with his hand upraised. Its used to slow you down.
It worked for me until I drove past and saw it was a wooden prop.

the next time I saw him a couple of days later I didn't bother slowing down.....only it was a real cop and I got a ticket for €60.......

    don't knock the mannequin.....it works....

The gardai have been known to employ a very similar cynical tactic here. They have a cardboard cut out of a garda car which slows motorists down. As the approaching motorist sees that it's fake, they often put the foot down more out of a sense of embarrassment than anything else, only to be done by an actual garda farther down the road.

So be wary of a second speed trap after seeing a real or cardboard one !

Out beside Nutgrove shopping center there is an unattended cherry-picker crane parked on the side of the road and on it is a female mannequin dressed in Santa Clause-esque lingerie holdng a sign for the local hardware store.
Attention, all crooks, lowlifes and lawbreakers. Do yourselves a favour and crawl back into your filthy tenements, you human cockroaches.

Don't tell Catalpa, but I think those mannequins were made..... outside Ireland.

The majority cannot therefore be the elite.
