I would say zero chance.

Many wind farms have been bought up by ESB and BG at extremely high prices. Coillte & B&M are getting in on the act. Cutting REFIT would hurt semi-states.

Given a choice, Irish governments always prefer to screw poor people and protect the semi-states rather than the other way round.
