Yes some apts do conform to part L of the building regulation as this was heavily promoted by the state in its bid to foster shoddy timber frame construction

If you are living in an apt you are most likely benefitting from the heat generated by your neighbours and they in turn receive no benefit from you.

Additionaly by failing to heat your apt you expose the entire building to differential rates of structural thermal expansion which may shorten the lifespan of the building.

Oh yes before I forget if you are living in an apt constructed since 1981 then the strong likelyhood is that it does not conform to part B of the buildings regulatiuons and is in all likelyhood a fire trap.

I strongly caution you also to be extremely careful of electrical appliance as 85% of all fires are caused by faults in the electrical system.
The wiring etc in your apt is mostly concealed so ensure there is no excessive loadings etc.

Better check too that your apt is not timber frame construction as these things are real chinese candles once they get going.
Don't worry about me! This building seems quite structurally sound, my new neighbour is an architect so I'll have a word with him and see if he's got any concerns (would he have moved in if he did?), as regards heating I hate over-heated rooms so am quite happy with a mean of 14-16C. Overheated offices have been a bane in my working life!

Your architect neighbour probably had no choice, and if he did, unless he actually inspected the building as it was being constructed he has no way of knowing for certain whether or not it conforms to the Structural or Fire Building regulations.

So the building your in could be dodgy from both a Structural and a Fire point of view.

Many structural defects take years to manifest themselves so keep a sharp lookout.

Fire safety defects only manifest themselves during an actual fire and are usually proportional to the body count.

Open fires used to be particulalry hazerdhous when you had structural timber floors but now with mass concrete floors the risk is considerably diminished.

Also the chimney flue helped provide natural ventilation to the spaces something lacking in many modern buildings.

[Again to do with disregard of building regulations plus inherent conflicts in the regulations themselves wrt to thermal insulation requirements]
