I think thats an unfair attack on Ireland by the EU. While Germany was at the forefront in developing recycling methods in the late 80's, Ireland was at the forefront of emigration levels and at the height of a recession. Only a few years ago were proper recycling methods introduced such as the expansion of bring centres and the introduction of the green bins, so Ireland is still only catching up so IMO its unfair to compare us to the likes of Germany and Denmark. This report also doesn't factor in economic growth in Ireland and doesn't recognise the new grant schemes for those wanting to switch to wood pellot boilers, solar powered-homes, increase in wind-farms etc. . I'm not defending the government's record on reducing emissions because it has been bad and a lot has to be done, but the EU is very selective in it's factors for measuring the reductions or increase in emissions per country and its not accurate IMO. But like you say Wolverine, this is the Green's time to shine, they talked the talk, lets see if they can walk the walk.
Time for the Greens to help get our act together. We lost another environmental case at the ECJ today. see
