    In plenty of areas the council cannot be relied upon to clean areas and it seems to be pretty much down to the local people to clean up the mess and keep footpaths clear and the like.

    The IBAL campaign has gone some way towards cleaning up the towns. They should do it for counties. The counties with the filthiest roadsides should be named and shamed.

    Or bring back the deposit system for bottles etc. You get charged 25c per bottle in Germany and get 25c back if you recycle it.

    its the same all over the country ,there are local cleanups but after a few weeks its as bad as ever,its hard to know what to do, enforcement seems to be limited bar giving a private contractor a few million a year to keep the roadsides clean there doesn't seem to be any other way,we've been preaching the anti-litter message now for years and it doesn't seem to be sinking in. in a country that lets drunk drivers who kill people off with a year in jail there is not much of a deterrant we can enforce on littering idiots

    No - then you would start an illegal trade in manufacturing fake bottles.
    Buy them for 10c and sell them for 25c ...

    i was in zurich for the new year, buy a can you you pay an extra frank
    get a second can you hand back 1st at end of night you give back can and token you received earlier, and you get ur frank back

    Paddy is a pig and there are very fat corrupt porkers running the country but shure doesn't everyone love the Irish....and who cares about the litter? We don't.

    One of the biggest problems is the Litter Monitoring Service.

    They are supposed to analysis the problem and suggest solutions.

    However, in every report they every produce, they claim that cigarette butts are the biggest problem, presumably because the sub reports they analyse and based on urban areas.

    This means that all our litter cleaning resources go into cigarette butt removal, even though cigarette butts are probably the least offensive form or litter, and are biodegradable.

    There are other problems.

    We have more service stations, we have more people eating in cars, we have more packaging, we have more people living in rural areas.

    It only takes a minority of people to create a serious litter problem, and that's what we have.

    One idea that should be brought forward immediately is that any driver caught littering a road should be given 2 penalty points.
