A LED voucher program. LED lights 1/2 the energy of fluorescent light bulbs and 1/8.75 the energy of incandescent light bulbs.

More incentives for high mpg vehicles. For example if it costs $2 to go across a bridge for normal vehicles,have it cost $1 for High MPG vehicles. Less money to park,etc.

These are just some examples of what can be done.

The whole climate denial industry is just a propoganda tool used by the capitalists so that they can continue what they are doing, and have ALWAYS been doing. That's not really true - it's almost always the case that a polluting industrial process is cheaper or easier than its non-polluting equivalent. Abiding by environmental standards is a cost for business - but not doing so simply moves that cost onto everyone else, in the form of polluted water, ground, and air. It would be convenient for Sellafield if they were allowed to pump radioactive waste into the Irish Sea, for example, rather than having to ship it away for careful disposal - we, on the other hand, would probably not consider it so convenient.
