The 31st Dail: half a majority?

On machinenation.org, Ard-Taoiseach posited an unusual, if unlikely scenario.

As predicted FF do abysmally at the locals next month, but supposing they cling on in Government until enough of a recovery starts to see them scraping back into power after the next General election.

The 31st Dail then has a FF led government - BUT due to their depleted council representation, FF do not have enough local authority support to guarantee a Seanead Majority, even with the Taoiseach 11 nominees.

We'd end up with each house of the Oireactas being controlled by an opposing party. An intresting scenario - How might it play out?

The Rainbow didn't have a Seanad majority as the taoiseach's nominees chosen by Reynolds were appointed for the term of the Seanad, not the term of the government.

Well, the current Senate was elected in 2007 so it's not going to change as a result of the local elections. As has been pointed out here already, it is not really imperative for the govt to have a majority in this pointless talking-shop. They can't touch money bills as far as I know and at most can delay things a few months. Anyway there's always some independents that can be swung....
