Thread: Town Council/Brourgh Council

    Town Council/Brourgh Council

    I've looked up sites on a couple of Town/Brourgh Council and find that some members of these bodies are also members of the respective County Council. Being from Dublin, I don't know how the Town/Brourgh Council operates, as we don't have them. An explation would be great?

    Any posts would be helpful.

    Maybe someone living in a Town Council/Brourgh Council area could help?

    I think rating town councils are good, example Naas in Kildare has its own rating council and has far more amenities than other non rating councils in Kildare such as celbridge and leixlip with similar populations, naas has a new swimming pool, parks playgrounds and so on. Non rating councils are talking shops because they have very small budgets, and if Naas business rates were to go to Kildare county council then Naas would only have half of what it has.

    With the same level of ineptitude as the county councils.

    Basically, people can stand for both county and town-borough council. County council is the big prize though.

    In Wexford, for example; New Ross, Enniscorthy, Gorey and Wexford have town councils. Some members from these town councils are also on the county council.

    Certain things are under the auspices of the town council, eg: planning. Other things are looked after at county level; eg: waste collection.

    The Borough Councils replaced the old "Corporations" such as Drogheda, Kilkenny, Sligo etc. This was basically just a name change for the larger towns that had Corporations rather than Urban District Councils (UDCs) e.g. Dundalk, Navan, Tralee etc. The only real difference is in the name so the new Borough Councils are effectively the same deal as the new Town Councils. The major difference is the relative size/power of the councils. The larger towns such as Drogheda, Dundalk (the largest non "cities" in the country) have Borough / Town Councils operate much like their respective County Council, they have a Town Clerk, their own planning offices, outdoor and park staff, arts officers, public buildings etc etc. They also have a de facto City Council in the guise of elected councillors who have the same if not more of a workload as their County Council cousins. The urban areas are also represented on the County Council e.g. Dundalk Nort/South, Drogheda East & West though these LEAs usually also have a large suburban / rural hinterland included. Ultimately though the County Council and County Manager call the final shots on many issues though the local town councillors do set their own local area plans and pass estimates etc. Smaller towns also have town councils but they usually have a much smaller staff / admin structure and the councillors "bursaries" are correspondingly lower. Also, the larger Borough / Town Councillors also get paid less than the County Council but arguabley have to do more for the pittance. If you are elected onto both you just get the highest one as far as I know.

    Not quite true. Balbriggan has a town council.

    Borough Councils are those councils that used to be called Corporations. It used to be the case that (leaving aside cities),only towns with a Corporation could have a Mayor, and that every other town had to have a Chair, or Cathaoirelach. Now every town and indeed every county can have a Mayor, so in effect, there is no distinction between a Town Council and a Borough Council.

    I suspect that the designation 'Borough Council' was concocted to avoid Kilkenny being administered by something called a 'town council'. (They still like to refer to the place as a city, God bless their delusions of grandeur.)

    Just to add to the confusion, there are two types of Town Councils. The ones that up to the year 2000, were Urban District Councils, and those that were Town Commissions. Former UDCs have the power to impose rates, while former Town Commissions do not. Balbriggan is one of the latter, while Dundalk is one of the former.

    In all cases councils at town level are pretty much subservient to their County Council.

    what about places like limerick waterford and drogheda that straddle counties.
