Sinn Féin and Indos to lose speaking rights?

There's an interesting point being raised at Ireland.com: if the FF/Green/PD coalition ends up bringing Jackie Healy-Rae, Michael Lowry and Beverly Cooper-Flynn along for the ride to bulk up the majority, then Sinn Féin, Tony Gregory and Finian McGrath would be left one short of the necessary quota for a technical group in the Dáil, and so with hugely reduced speaking rights. More at Slugger. What are the chances of this happening?

They would need only one Senator to work with them as far as I know to make a group.(Could be wrong)

This is a pity. I'm obviously not a fan of SF, but it sort of defeats the purpose of a PR system when parties much reach seven TDs to have speaking rights. While I can see the practical need for a threshold, I'd like to see it lower. Four or five would strike me as a more realistic number, catering to smaller parties. SF, for example, have a fairly high level of support, and the system is flawed if that that support isn't articulated in the Dáil.

The limit of seven to form a Technical Group is set by Dáil Standing Orders. It can, and should, be changed as part of a general process of making the Dáil more democratic and open.

I remember an Irish Independent journalists not known for friendliness to the left in Ireland making the point that it was a much more lively and interesting place with Higgins, Greens and Sinn Féin than it was if they hadn't been able to speak.

If they don't change Standing Orders then there will be a dramatic reduction in speaking time for Sinn Féin and the two Independents.

The rules of parliament are the rules. Democratically decided.

The whole technical group system is anti-democratic. It shouldn't be a hard limit, though obviously, a group of 2 would get less rights than a group of 7.

Btw, perhaps a Labour or FG deputy would co-sign their application?

    That's a pretty weak argument.

In fact, it's not an argument at all, since any changes in the rules of parliament would become the rules. Democractically decided.

This is something I'd like to see changed, and, if possible, included in the negotiations.
