It won't. You need 20 Oireachtas members or 4 county/city councils to nominate you (unless you are a former President in which case you can nominate yourself).

(ii) by the Councils of not less than four administrative Counties (including County Boroughs) as defined by law.

It doesn't. That was a proposal in Constitutional reform. You need 20 Oireachtas members to sign your nomination papers or 4 County/City Councils to vote in favour of your nomination.
If David wants to run then he has get either the Labour Party nomination or the Greens and SF plus a few Independents to support his nomination.
