If engineers were wrong as often as economists, would anyone fly aeroplanes?
A better system would be you get accepted for the job first, then be sent on a suitable fas course subsidized partly by the goverment, partly by the employer if the employer feels it useful. This would ensure relevance of courses and stop waste of resources training people for non existent jobs.
20 hours per week of more general education or work for the minimum wage should be made a condition of receiving job seekers allowance
