Does 'Free Education Stretch to England

My friend's daughter is currently looking to go to College in England. My friend had a few queries and I wasn't really able to help him. Does anyone know if the state will cover the fees of Leaving Cert Students who wish to go to College in England? My understanding was that it didn't but I couldn't tell him for certain. He was also curious about whether there is any arrangement over here similar to the student loans in England, for Irish students studying over there. (I know the banks do their own thing but I don't think that was what he was talking about.) Anyone know anything on this? As I say, I didn't think free education stretched to those going to college in England, but wasn't sure.

That seems to have the relevant info. Ringing Queen's might also be an idea, as they must deal with this all the time.
