There are potential commercial uses in reusable spacecraft as an advance on current aircraft technology, but when it comes to space programs that involve exploration of the moon or Mars for example, that should be left to the likes of NASA.

But that doesn't mean that they need to design the Earth to orbit part. The price of every space operation is dominated by the cost of getting things into orbit.

If you can drop that, then you can do everything else more efficiently. A manned mission to Mars could use privately developed boosters to get the parts into orbit.
