    Were we not a small open economy during the boom? Why were costs not contained then?

    Government policies I think.

    He's not a civil servant in the traditional sense, more a paid gimp of the Fianna Fail party.

    He's not a civil servant.

    Whatever he is, he's giving us a bit of a contradiction. On the one hand, he says we shouldn't leap at fiscal stimulus because we can't afford it and it wouldn't have the desired stimulatory effect anyhow.
    On the other hand, he is one the chief architects of a bank bailout that we can't afford and, since the banks are fixing their balance sheets rather than lending, isn't having the desired stimulatory effect.

    No doubt there was a scrum of Fianna Fáil TDs to put that point to him.

    And I imagine they followed up by asking if various tax reliefs and incentives - some still in operation - can be said to suffer from the same failings.
