As someone who has delivered many complex projects involving seemingly unsurmountable challenges initially, I can tell you that the only thing unworkable about that proposal is the political will. But I thought I'd put the idea out there because I think it's likely that the required political will will exist a year or two down the road (and I take no pleasure in the thought of the kind of events that will lead to such political will).
