    Benchmarking increased the salaries of Public sector workers by 9 - 12%. PS workers salaries have already been cut by 10% effectively reversing BM. It is no longer an issue.

    PS/CS staff costs will have to be cut by anything from 20% to as high as 60%

    you will not wish reality away.

    Benchmarking has been reversed, it is no longer an issue.

    You simply haven't got a clue what you are talking about.
