The same paper also rubbishes the idea in the cartoon on th back page.
If the banks are out for a bail,
and Lenny's efforts end up as a fail,
    when the Somer does come,
    to the Country they'll run,
And leave a Fine mess for the Gael.

Since there is a limit on the number of ministers possible, it would mean replacing an existing department. Do you not think a minister for the elimination of mad spending schemes would be better than a minister for fun and games or a minister for cataloging headstones in Connemara?
If engineers were wrong as often as economists, would anyone fly aeroplanes?

In order to get anything done in this country, you need,
    a committee
    b a report
    c a debate
    d a consensus
    and finally,
e making someone accountable for implementing it.

E is where most fail. Make a Minister who is on the way out anyway the Minister for Cuts eg Martin Cullen. Give him a small office of hired guns to implement the report and whatever good ideas come to mind.

Same half-answer to both questions: Other people's.
