    Department of Finance announces details of Incentivised Scheme of Early Retirement

    This is going to be a huge mistake by this Govt which will lead to a huge "brain drain" within Civil/Public services. A similar one in the 80's was seen as a disaster, this one will be no different. Services will suffer hugely.

    It is a cull by another name.

    Not at all. There is too much deadwood at the top who were on the gravy train.
    The brain drain was primarily college grads moving because there was no jobs here and yes that will happen again.
    Taxpayers cannot afford to fund the €20bn paybill.
    This will have to go back to about €15bn in the next 5 years.

    When these jobs are eventually refilled, should not the start of the pay scale be at least 10% lower than it is in order to reduce the cost in the longterm? (by way of example dermot gallagher' s predecessor was paid 150k more than he will get as garda ombudsman)

    Big bit is that the lump sum , even thought paid years down the line, will be taxed based on legal conditions upon retirement... a big carrot/stick... to go

    in short:
    no 'right' to it, but will be given wherever possible;
    must apply between may 1st and sept 1st,
    lump sum will be paid on basis of tax regieme on date of application... regardless of tax changes after that.
    6 weeks to go after applying, no later than 30 nov 2009 (week before budget)
    No re-employment in the same sector
