I would suggest INCREASING Job Seekers Benefit to approx €300 per week and keep it at that level for 3 years, this will help those who have worked, want to work but have lost their jobs, then DECREASE Job Seekers Allowance to approx €66, i.e. UK level; so that those who have never worked now have the incentive to actually seek work
Agree with you, why cut social welfare, when most of the people on it now are people who have worked all their lives and paid taxes mostly at the higher rate and now they are reduced to living on €204 a week due to no fault of their own. This will be a disgrace if they cut social welfare. People are living in fear of losing jobs and this is what they have to look forward to. People who have paid into this should not be punished for the big wigs mistakes.
The market value of those vouchers would be 1:1. Even if 100% of SW was in vouchers, the government taxes in more in taxes than is given out for SW.
Buy Irish vouchers would violate EU law anyway. You could probably get away with it by requiring purchases to be made in Ireland. This would help with the fraud.
Ofc, since they can be used in Ireland, people could accept them for payment in other EU countries and then sell them to Irish people.
No, voucher can be used only to taxes to government. What is the reason to buy vouchers 1:1 if you can pay taxes by cash without any extra transaction? It will make sense only if you could save more then extra transactions. I would estimate that less then 0.7.

Those vouchers are only to help unemployed people. Those vouchers is not a parallel currency (officially).
Must be list of companies, which can accept those vouchers. Those companies must hire only people, which are recipients of Irish welfare, to prevent influx of extra eastern-europeans. Local eastern-europeans can be accepted, because they will be removed from dole.
I would estimate that taxes will be reduced by 5Bn, but welfare bill also will be reduced by the same amount. But you will start to get less people on welfare. So – in one stage it will start to make a profit.
