Never mind getting civil servants to emigrate, could we create an industry where we provide an outsourced civil service to other countries?

Our existing public sector workforce are perfectly trained to provide call-centre based bureaucratic support to any english speaking administration on a world-wide basis.

We could start with Zimbabwe - they could get their driving licences issued from Mayo - just to prove the concept works. It would be no more confusing for them than their current situation.
